Spanish Confederation of People with Physical and Organic Disabilities [COCEMFE].

Andaira has carried out [from the Tangente Co-operative Group and together with the co-operative Indaga Research] a research project on the Dependency Law commissioned by the Spanish Confederation of People with Physical and Organic Disabilities [COCEMFE].
The results show the shortcomings of the System for Autonomy and Care for Dependency (SAAD).
The main conclusions are as follows:
- Greater inclusion of persons with disabilities needed in the whole process of accessing the SAAD
- The Personal Assistance resource must be made visible. and to make its implementation effective in order to promote autonomy.
- Inequity of the co-payment system: The co-payment is a system that penalises people with a medium-low income level.
The study was presented at the II COCEMFE Conference “The challenge of Personal Autonomy”.
