The CDTI-E.P.E. is a Public Business Entity dependent on the Ministry of Science, Innovation and Universities that promotes innovation and technological development of Spanish companies. It is the entity that channels applications for aid and support for R&D&I projects of Spanish companies at national and international level. Therefore, the objective of the CDTI is to contribute to the improvement of the technological level of Spanish companies. The Neotec programme was created with the aim of supporting the creation and consolidation of technology-based companies [EBT] with business strategies focused on the development of technology from their own R&D&I lines. In addition to contributing to entrepreneurship, Neotec is also conceived as a tool to promote the transfer of knowledge from public research organisations to society.

Andaira has participated in the impact and participatory evaluation of the Neotec programme. The aim of the evaluation was to find out what changes this programme has generated in the business fabric and in society as a whole, given that it is a programme with a very broad scope in the Spanish innovation system, affecting both the generators of knowledge and those in charge of its commercial exploitation and the social environments in which the new companies are set up.
